When my flight has a transfer, do they let us off the plane, and maybe explore the area outside the airport?

It depends how long is your transfer? you need to account for the time you need to pass passport control, getting through customs and possibly searched, the time to go to and from the city (it is about 70 km from the city) and the time to get back through the security check on your way back in to the airport.and remember you should be at least an hour prior to the departure time. So unless you have a waiting time of 6 hours+ I recommend that you stay in the airport.
Beware if you are planning to buy alcohol, colone, smokes, or any liquid from the duty free you will be subject to the same limits as anybody else and you will have to pay duty if you surpass this limit even if your visit is only for a few hours. in the case of liquids you may not be allowed to take them with you in your way back in.

It will take you at least an hour to go from the airport to Seoul and an hour back to the airport. Korea has alot of traffic jams. I would say unless your layover is 8 hours or more I would not recommend it. Also, you should check to see if you need a visa from Korea to even leave the airport.

Sure you can, as long as you have enough time and you are allowed into S. Korea on a visa exemption or have the necessary visa if it is required. For example, if you’re a US citizen, no visa is required, if you’re a citizen of the Philippines, you will need a visa. Most people who are in transit, stay within the transit and departure areas, where you do not need to clear customs and immigration.
You do need to clear customs and immigration to leave the airport and officially enter S. Korea and will need to clear security when you return if you leave the airport.
Unless you have at least 6-8 hours layover time, it’s probably not enough time to go into Seoul. Incheon Airport is one of the nicest airports in the world and is not a bad place to kill some time.

If you have a really long layover, you can probably leave the airport and come back to board. But you will have to go through security again because you left the secure area. If you do leave make sure you have enough time to go through security when you get back.

it depends on how long the layover is. You need at least 2 hours before the flight to be back at the airport.
